Pricing developments in housing vary greatly depending on
where in Germany the property is located. While prices in the
rural countryside are decreasing, even from already low levels,
homes in the important metro centers like Frankfurt, Munich,
Stuttgart, Düsseldorf and Hamburg remain on high levels, driven
by demand. The market in metropolitan areas has remained stable.
The exception is Berlin, where the real estate prices are lower
than in any other major German city (– 9.9 % 2003 –
2004).
There is still a big difference in price trends between East and West Germany. While West–German prices have been relatively stable or flat for the last five years, housing prices in East Germany have experienced substantial price decreases. There are two primary reasons for this trend: in 1999, the government stopped the allowance for tax deductions on newly–built properties in East Germany; additionally, the percentage of unemployment has been steadily increasing over the last years, resulting in homeowners leaving small eastern German towns in attempts to find work in the west. However, it is to be expected that this trend will change in the mid term range.
